A successful bid for Metro West

One of the most anticipated developments in Sydney’s transport future is the Metro West project.

Our team helped deliver the Trains, Systems, Maintenance and Operations (TSMO) contract for Metro Trains West Consortium by ensuring a strategic submission.

Bringing experience from other major projects such as Sydney Metro City & Southwest, we provided expert project planning, reviewed detailed specifications, and developed a tailored delivery methodology. By aligning contractual requirements, we helped lay the groundwork for a connected, efficient transport solution for Sydney’s western suburbs.

Overview

Rail Confidence contributed to the successful bid development for this project by Metro Trains West Consortium, a joint venture led by MTR Corporation (MTR) with CRRC Corporation Limited (CRRC).

This bid was for a major package over a 22-year period, including operations and maintenance of the Sydney Metro West for 15 years after it opens in 2032 and the delivery of 16 futurised metro trains.

What we did

  • Review of the TSMO contract and Project Collaboration Agreement to ensure the prepared Returnable Schedules align with client expectations while remaining realistic and achievable for delivery.
  • Thorough review of concept designs, general and particular specifications related to the Trains, Systems Maintenance & Operations package with focus on the Mechanical, Signalling & Control and Communication Systems and the Sydney Metro West Facilities.
  • Detailed review of the Scope Demarcation and Construction Interface specification to determine the relative project scope and key interfaces. Particular attention was given to the site and shared access arrangements. 
  • Engagement with potential suppliers of the major systems to tailor their technologies, delivery methodologies and programs to the requirements of the project, feeding into a compliant and achievable submission. 
  • Initial Delivery Program and Time Chainage Diagram development in conjunction with the project planning team.
    • This was achieved through the development of an estimated productivity assessment based on the previous experience in the Sydney Metro City & SouthWest and initial designs provided by the client and suppliers. 
  • Development of Returnable Schedules relative to the delivery portion of the TSMO contract, including:
    • Delivery Methodology Approach
    • Overall TSMO Package Program
    • Key Plant Equipment & Materials
    • Initial Quality Management Plan
    • Initial Manufacturing and Procurement Plan
  • Supported the development of construction costs estimation based on the Construction Interface Specification and Initial Delivery Program.
